Climate change is worsening extreme weather, damaging ecosystems, and raising sea levels. Global organizations like UNFCCC, IPCC, and others are working to find solutions and inspire action. This article highlights these groups, useful for the UPSC Environment Syllabus.
Why Focus on Climate Change?
Climate change presents major risks to public health, from extreme weather-related disasters to the spread of diseases like malaria and dengue. By 2050, the International Organization on Migration estimates that up to 200 million people may be displaced due to climate change. The impact of climate change on health will not be evenly distributed. With over 1.3 billion people, India ranks third in global greenhouse gas emissions. India’s rapidly urbanizing cities are struggling with the climate crisis, making sustainable urban development and healthy communities key priorities.
Key Organizations and Conferences:
- UNFCCC (1992): An international treaty to reduce greenhouse gas concentrations and prevent harmful climate interference, with 197 parties meeting annually at COP.
- Kyoto Protocol (COP 3, 1997): Required developed nations to meet specific emission targets based on “common but differentiated responsibility.”
- Bali Conference (COP 13, 2007): Set the stage for global negotiations on a new climate regime, focusing on cooperation between developed and developing countries.
- Copenhagen Summit (COP 15, 2009): Produced the Copenhagen Accord, aiming to limit global temperature rise to below 2°C but lacked legally binding commitments.
- Cancun Summit (COP 16, 2010): Focused on financing climate action, preventing deforestation, and creating momentum for future agreements.
- Durban Summit (COP 17, 2011): Established a framework for a global, legally binding climate agreement with a goal for a new pact in 2015.
- Paris Agreement (COP 21, 2015): Adopted the landmark agreement to reduce emissions and limit global warming to well below 2°C, aiming for 1.5°C.
- Marrakech Conference (COP 22, 2016): Focused on implementing the Paris Agreement with emphasis on financing and the role of developing nations.
- Bonn Conference (COP 23, 2017): Aimed to ensure effective implementation of the Paris Agreement and launched the Talanoa Dialogue to enhance climate action.
Key Programs and Concepts:
- REDD & REDD+: These initiatives aim to reduce emissions from deforestation and forest degradation, with REDD+ focusing on enhancing forest management, conservation, and carbon reserves in developing countries.
- Global Environment Facility (GEF): A multilateral financial organization that funds projects in developing countries to address global environmental challenges while promoting sustainable livelihoods.
- Climate-Smart Agriculture: This approach helps farmers adapt to climate change, increase agricultural productivity sustainably, and reduce greenhouse gas emissions.
- Intergovernmental Panel on Climate Change (IPCC): Established by the UN in 1988, the IPCC provides scientific assessments on climate change, its impacts, and solutions.
- National Greenhouse Gas Inventories Programme (NGGIP): Developed by the IPCC, the NGGIP provides methodologies for estimating national greenhouse gas emissions, ensuring consistency across countries.
- Green Economy: An economic model that promotes low-carbon, sustainable practices to ensure natural resources continue to provide essential services for human well-being.
- The Economics of Ecosystems and Biodiversity (TEEB): This initiative raises awareness of the economic benefits of biodiversity, aiming to integrate ecosystem values into decision-making.

With the world facing an increasingly urgent climate crisis, collaboration among these organizations is crucial to tackling the problem at local, national, and international levels.
